Senior Stakeholder & Environment Manager Drinking Water Projects (IPM)

Do you lead the stakeholder and environment management of a complex infrastructure project and make sure it lands smoothly in its surroundings?

WaterSouth Holland / RandstadContractingEmploymentPart-time

Demand for drinking water is growing, and the infrastructure needed to meet that demand over the coming decades has to be designed and built now. That does not happen on an empty plot of land. It happens in an environment with residents, nature, municipalities, the province and other parties, each with their own interests.

Technically, a lot is possible. But a project only truly succeeds when its surroundings are properly involved from the very start.

As Senior Stakeholder & Environment Manager, you are responsible within the project team for everything that concerns the project’s surroundings. You lead your own team of specialists, you look ahead and you make sure permits, studies, public participation and communication are in order, on time and coherent.

That is how you keep a GRIP on the surroundings and on the project.

Where will you work?

Through Intrims, you will work for a major client in water infrastructure in the Randstad. This client is running a large-scale programme to secure the drinking water supply for the decades to come.

The programme includes several major projects. For two of them, we are looking for a Stakeholder & Environment Manager each. Both projects run independently, each with its own IPM team (Integrated Project Management).

You work closely with the Project Manager, the Technical Manager, the Contract Manager and the Project Control Manager. You also regularly align with your fellow Stakeholder & Environment Manager(s) on the other projects in the programme, so that interfaces and opportunities stay in view.

What will you do?

You fulfil the IPM role of Stakeholder & Environment Management. You carry integral responsibility for procedures and permits (including the environmental impact assessment, MER), preparatory site studies, external stakeholder management, public participation and communication.

You do not do this alone. You lead a team of specialists in:

  • Public Participation & Stakeholder Management
  • Preparatory studies (conditionering)
  • Procedures & Permits
  • Nature Coordination

You keep the overview, safeguard coherence and make sure the stakeholder and environment process runs predictably and in a controlled way.

Your responsibilities

Your responsibilities include:

  • Shaping stakeholder and environment management within the IPM team, including the interfaces with engineering, contract and project control.
  • Drawing up a stakeholder and environment management plan and a participation and communication plan for each project phase.
  • Leading the team on content and safeguarding coherence between permits, preparatory studies, participation and nature.
  • Monitoring interfaces with other projects, both within and outside the programme.
  • Ensuring that requirements from the surroundings and the competent authorities are properly reflected in the Programme of Requirements, together with the Technical Manager and Contract Manager.
  • Translating stakeholder interests into clear advice and decisions for the project.
  • Keeping the Project Manager and the team informed on the status of the stakeholder process and the permitting.
  • Organising and facilitating stakeholder and environment sessions with the team.
  • Coordinating external communication together with the communications department, and having new materials developed, such as content for public drop-in sessions.
  • Identifying internal and external stakeholder and environmental risks and advising on mitigation measures and escalations.
  • Drawing up (sub-)project plans, having them approved by the steering committee and reporting on progress.

Your role in the project

You are not an adviser on the sidelines. You are one of the permanent role holders in the IPM team and you share responsibility for delivering the project.

You know what will happen technically, you know the schedule and you understand the interests at play outside. That allows you to steer early when something threatens to get stuck.

You do not have to do everything yourself. Above all, you make sure your team runs well, that the right people are at the table at the right time and that agreements are kept.

One moment you are working on a design decision with the Project Manager and the Technical Manager. The next, you are meeting with a municipality or the province, or standing in front of local residents at an information evening.

What kind of projects will you work on?

You will work on one of two major projects within a programme for the future drinking water supply. Think of:

  • New or expanded facilities and pipelines for the production and transport of drinking water.
  • Projects in a sensitive environment with nature, recreation and residents close by.
  • Processes with complex permitting procedures, including an environmental impact assessment (MER).
  • Projects running in several phases, from planning and design to construction.

The design alone is not enough. The project also needs public support, the right permits on time, and execution with as little resistance as possible.

Do you recognise yourself in this?

At Intrims, expertise matters, but a good project is delivered together with people.

That is why we are looking for someone with GRIP:

  • Gedegen (Thorough). You know your field, the laws, regulations and procedures, and you prepare well.
  • Resultaatgericht (Results-driven). You keep the project goal in sight. You do not just consult, you make sure the project moves forward.
  • Initiatief (Initiative). You do not wait for a risk to become a problem. You look ahead, escalate in time and involve the right people.
  • Probleemoplossend (Problem-solving). Not everything goes to plan. You stay practical and work with others to find a solution that works.

Just as important: you are politically and organisationally aware, and you have the strength to build support both internally and externally.

Working via Intrims

We do not believe in placing as many people as possible. We want to know what you are good at, which projects bring out the best in you and which client fits that.

  • Have a bachelor’s or master’s level of work and thinking, preferably in stakeholder/environment management, spatial planning, public administration, law or a relevant technical field.
